In the Middle East it covered Kuwait, Qatar, Saudi Arabia, Oman, Bahrain, Jordan and Israel, and in North Africa, Morocco, Tunisia and Egypt.
Southern Africa included Botswana, Zimbabwe, Namibia, Angola and Eswatini, and East Africa listed Mauritius, Réunion and Mayotte.
In the 2026 edition, the booking and rental period ran through September 30, 2026. Promotions can end early, so recheck on the official site right before booking.
In the Middle East, Africa or Eastern Europe, rental rules and insurance can vary widely. Along with the discount, check whether your International Driving Permit is accepted, the minimum driver age and whether cross-border travel is allowed.
Hawaii: After-Hours Return Info Was a Big Help
The most practical item I found on Budget’s site was the Hawaii after-hours return guide.

Many Waikiki hotels charge high daily parking, so keeping the car until the evening of your departure day can add parking fees for hours you aren’t even staying.


The site explains after-hours returns for the Twin Fin hotel branch and the International Market Place branch separately.
At International Market Place, you can return the car after hours with a key drop, and the site shows which documents and keys go in the box, with a map to the drop box.

After-hours return methods vary by branch, and there can be a gap between when you park and when the return is processed. Take photos of the exterior, fuel level and parking spot before you leave.

We rented from Budget at Honolulu airport for six days in Hawaii, and the car made beaches, supermarkets and shopping far more flexible. The staff even upgraded us to a bigger car at no extra charge after seeing our luggage.
